President’s dialogue: Workers’ Party for newlaws, JP (Manju) against it (Updated)



DHAKA: On the second day of the ongoing talks on Monday endorsed by the President in appointing new election commissioners through consensus, Workers’ Party opined for formulating a law under article 118 of the constitution to appoint the commissioners while Jatiya Party (Manju) expressed complete opposite view.
In the morning, the eight-member delegation of Workers’ Party suggested the President Zillur Rahman constitute a search committee and promulgate an ordinance for appointing next chief and other election commissioners.

"We urged President to constitute a search committee and promulgate an ordinance for appointing next chief and other election commissioners, acceptable to all," Worker's Party President Rashed Khan Menon told journalists after meeting the President at Bangabhaban.

The five-year tenure of the Chief Election Commissioner ATM Shamsul Huda and Election Commissioner M Sohul Hussein expires on February 4 and that of Election Commissioner Brig Gen (retd) M Sakhawat Hossain expires on February 14.

Menon said they gave a proposal to the President to form a search committee comprising personalities holding constitutional positions like chief justice, chairman of anti-corruption commission and chairman of Public Service Commission.

The search committee will send names for the posts of chief election commissioner and two election commissioners to the parliamentary business committee, he said.

As per the suggestion, the parliamentary committee will carry out hearing on the names of search committee and finalise a short list of names for the President.

"The President will appoint the chief and other election commissioners as per his constitutional authority from the short list of the parliamentary committee," he said.

Menon said they also urged the President to call a special session of the parliament to formulate a law. "If it is not possible then the President can promulgate an ordinance stipulating the procedure of appointing election commissioners.

Meanwhile in the afternoon, Jatiya Party (Manju) in the dialogue with the President opined that next chief and other election commissioners could be appointed as per existing process under the constitution, state-run news agency BSS said.

"I competed in five elections under the present process of constituting the Election Commission, so I can't say the process is ineffective," party chief Anwar Hossain Manju told reporters after the talks.

Manju rejected the idea of formulating law for appointing election commissioners as suggested by some political parties earlier in talks with the President. New Election Commission could be constituted as per the existing process described in the constitution under article 118, he added.

"But, the Election Commission should be formed with neutral people acceptable to all," the JP President said.

As the President sought names of the next election commissioners, he informed Zillur Rahman that his party would send the names after having discussion in the party meeting within 2-3 days.

The President is scheduled to hold talks with Liberal Democratic Party at 11:00am and Bangladesh Communist Party at 12:00pm on December 27 and Bangladesh Samyabadi Dal at 11:00am and Islamic Front Bangladesh at 12:00pm on December 29.
UNB adds: Meanwhile, President's Secretariat confirmed that 10 more political parties including ruling Awami League and the main opposition BNP were invited to dialogue before formation of new Election Commission.
The invitation was sent to BNP to sit in dialogue on January 11 while to Awami League on January 12, President's press secretary Nesar Uddin Bhuiyan said.
Besides, talks will be held with Gonoforum and Bangladesh Islami Oikya Jote (Mejbah) on January 1, Islami Andolon Bangladesh and Bangladesh Jatiya Party-BJP on January 2, Krishak Sramik Janata League and Bangladesh Samajtrantrik Dal (Koliquzzaman) on January 4 and Bilakpadhara Bangladesh and Bangladesh National Awami Party (Mozaffar) on January 9.
The talks with two parties in a day will be held separately at 11:00am and 12:00pm.
In a latest development, BNP Joint Secretary General Ruhul Kabir Rizvi Ahmed acknowledged that the office bearers  of the party’s Naya Paltan headquarters received the invitation at around 3:00pm through fax and at about 4:45pm through mail.

While briefing journalists about the event in the evening, the BNP leader said the letter, addressed the main opposition’s acting Secretary General Mirza Fakhrul Islam Alamgir, asked the party to join the ongoing dialogue on January 11.

Responding to a query whether BNP will join the talks, he said the letter will be forwarded to the party chairperson’s office soon and the BNP’s highest policy-making body will decide whether they would take part in the dialogue or not.
